What is the REM?

Montreal’s Réseau Express Métropolitain (REM) is an automated light rail system with far-reaching benefits that is funded by the Caisse de dépôt et placement du Québec (CDPQ). Scheduled for full operational status by 2027, the REM connects different areas, reduces traffic congestion, and increases property value.

As a Montreal-based company with a deep-rooted interest in the city’s urban development, MovingWaldo has initiated this project to streamline the search for residential properties conveniently located near a REM station, whether for rent or purchase.

Our project also effectively demonstrates how the REM expands housing options in car-dependent areas, providing housing alternatives for those seeking a car-free lifestyle.

In fact, the REM truly highlights the concept of Transit Oriented Development (TOD) that aims to create pedestrian-friendly neighborhoods by building new housing near and, sometimes, connected to REM stations. This approach not only fosters environmentally beneficial living arrangements but also encourages a sense of community by promoting walking and public transportation.

The article is not crafted for linear reading from start to finish; instead, it invites you to explore the specific neighborhoods that pique your interest.

Methodology

In light of the REM’s numerous advantages, we conducted a thorough analysis using property purchase price data sourced from Centris. This data encompasses the average of the median prices for both condominiums and single-family homes over the last four quarters. 

Additionally, we incorporated average monthly rent prices obtained from Zumper. We also sourced local demographic data from Local Logic

The outcome is a carefully compiled list and an easy-to-use map that shows the average price for one-bedroom rentals and the average property buying price near each of the REM’s 26 stations.

The Du Quartier REM station, near vibrant Quartier Dix 30 in Brossard, is just three stations and 16 minutes away from Montreal’s Gare Centrale, with a convenient 38-minute ride to YUL-Aéroport-Montréal-Trudeau station, which is currently under development. Brossard welcomes a diverse community of French, English, and Mandarin speakers, appealing to both singles and families.

While Brossard has traditionally consisted primarily of single detached houses, there has been a significant increase in condo and apartment buildings. This rise can be directly linked to the popularity of the bustling Dix 30 shopping complex, which provides a wide range of amenities, and the opening of the new REM station, making the area more accessible and appealing for apartment living. Most of the houses are individually owned, not rented.

The Du Quartier REM station offers multiple transportation options for commuters. These include bike path access on the Du Quartier overpass, pedestrian access from three sides of the station, car drop-off spots (note: no parking available), nearby bus stops, and a dedicated paratransit platform located near the station entrance on the Quartier DIX30 side.

The Panama REM station is situated on the South Shore in Brossard, directly across from Montreal. It started operations in July 2023 and acts as the last stop within Brossard before reaching Île des Sœurs. It’s only 12 minutes and 2 stops away from Montreal’s Gare Centrale.

In this Brossard neighborhood, you’ll primarily find single-detached homes, small apartment buildings with 1-4 floors, and semi-detached homes, many of which are over two decades old. Most of these homes typically have two or three bedrooms and are owner-occupied by either families or individuals.

The station is accessible for pedestrians from two sides. However, there’s no need to be overly concerned, as CDPQ Infra has committed to implementing effective solutions in the coming months to mitigate this issue. These solutions will include the installation of dynamic dampers and the implementation of acoustic grinding along key sections of the route near residential areas.

Griffintown offers a range of housing options, including apartments with 1–4 floors and single-detached houses, primarily available for rent to cater to diverse preferences. It’s an ideal place for singles and families seeking an urban lifestyle.

To ensure accessibility, the station will have elevators. Details on bicycle facilities are pending, but the station’s proximity to the future Réseau Express Vélo on Peel Street promises excellent cycling access. The Du Ruisseau station will replace the existing train station. This station is designed with a 300 m2 entrance square on the west side. Pets in cages, closed carriers, or guide dogs and service dogs are allowed on the REM at all times. Additionally, the REM is currently conducting a pilot project, which permits dogs on leashes, except during rush hours. Rush hours occur on weekdays, specifically between 7 am and 9:30 am, and then again from 3:30 pm to 6 pm. 

Outside of these hours, please adhere to the following rules when bringing your pet on the REM:

  • Dogs must wear a muzzle from the moment they enter the station until they exit.
  • Pets must be on a leash at all times, with a maximum length of 1.25 meters.
  • Only one dog per passenger is allowed.
  • Your dog should not occupy any seat or bench.

During rush hours, you cannot bring your bicycle or a similar item on the REM. Bike racks outside of each station are provided for parking your bicycle. REM is currently conducting a pilot project that allows bicycles outside of rush hours. Rush hours occur on weekdays, specifically between 7 am and 9:30 am, and then again from 3:30 pm to 6 pm.

Outside of these hours, please adhere to the following rules when bringing your bicycle, electric bicycle, scooter, unicycle, or tricycle on the REM:

  • You must be 14 years or older, or you must be accompanied by an adult.
  • You have to observe the 2-bicycle per REM car limit.
  • Allow other passengers to enter and exit before you and your bicycle.

Do not lean your bike against anything; hold it securely.

Inside and outside of every REM station, there will be universal accessibility. This means that the stations will be designed to facilitate travel for individuals with reduced mobility, parents with strollers, and passengers with luggage like suitcases. Each station will include essential features such as elevators where necessary, clear signage, spacious passageways, and more. 

Transportation dues to the ARTM

Living near the Réseau Express Métropolitain (REM) offers great convenience, but it’s essential to note that property price tags can be impacted by transportation dues paid to the ARTM by construction companies.  

In fact, The Regional Metropolitan Transport Authority (ARTM) imposes a development tax, which amounts to approximately $10 per new square foot. This tax applies to new construction projects meeting two criteria: a cost exceeding $865,440 and a minimum area of 186 square meters. Within a 1-kilometer radius of REM stations (or 500 meters for downtown stations), this tax is collected.

These transportation royalties are subsequently directed to CDPQ Infra to contribute to a portion of the REM’s construction costs, totaling up to $600 million over a 50-year span. Importantly, this policy has been in effect for construction permits issued since May 1, 2018.

Developers, depending on market conditions and their financing capabilities, may absorb a portion of these expenses. However, this often results in an estimated 6% increase in property prices for end users seeking to purchase real estate in close proximity to the REM.

The Réseau Express Métropolitain (REM) is a major transportation project in Quebec, and its financial support and management are attributed to the Caisse de dépôt et placement du Québec (CDPQ), a prominent global investment organization headquartered in Quebec.

Within the CDPQ, there exists a specific division known as CDPQ Infra, which functions as the primary contractor responsible for various aspects of the REM project. CDPQ Infra not only allocates the necessary funds for the project but also plays a pivotal role in the planning, execution, and operation of the REM. This integrated approach ensures the efficient and effective realization of this ambitious transportation initiative.

Transit Oriented Development (TOD) is a contemporary urban planning concept that emphasizes the development of accessible neighborhoods near high-quality train station systems. These neighborhoods are intentionally designed to be compact and pedestrian-friendly, thereby diminishing reliance on cars.

This approach not only promotes a car-free lifestyle but also fosters stress-free living, time savings for residents who can live, work, and play within the same vicinity, and significantly contributes to reducing carbon emissions.

Conclusion

The Réseau Express Métropolitain (REM) is an ongoing project with plans for development over several years. The first departures from mainline stations, scheduled for 2023, are now in operation. The initial budget of $6.3 billion for REM construction has seen a 26% increase, now totaling $7.95 billion. It is projected that all 212 rolling stock cars will be operational by 2027.
